Charles Frederick Tooley, Mayor of Billings, served on the Billings City Council from 1988 through 1993 and was elected mayor of Montana’s largest city in November, 1995. He has been re-elected twice and his current term will end December 31, 2005.

Mayor Tooley has been President of Business Communication Consultants, Inc., since he founded it in 1984. His company’s services include market research and business communication training. Mayor Tooley is a popular speaker at conventions and other gatherings and was chosen in 1999 to receive the Toastmasters International Communication and Leadership Award, a high honor given only to non-Toastmasters.
